The Pennsylvania Gaming Control Board (PGCB) is the state regulator. It issues internet gaming certificates, audits operators, enforces standards, and handles player complaints. The PGCB framework was modeled closely on New Jersey's DGE setup but levies a notably higher operator-side tax rate on poker gross gaming revenue (16% in PA vs. 17.5% in NJ on a gross-revenue base, but PA includes additional local-share taxes that bring effective rates higher).
PA also requires operators to maintain a segregated trust account for player funds and to participate in the PGCB's centralized self-exclusion system.
MSIGA Entry and What It Changed
For its first five years (November 2019 to late 2024), Pennsylvania was a ring-fenced market. PA-licensed operators could only accept players physically in Pennsylvania, and PA players couldn't pool with NJ, MI, or any other state. Cash-game depth above $5/$10 was thin. Sunday majors capped at $20K guarantees.

Geolocation, Age, and Identity
Every PA poker site requires three things at signup and re-verifies them at every login:
