iGaming Ontario (iGO) and the AGCO
Ontario's commercial igaming market is structured as a two-body system. The Alcohol and Gaming Commission of Ontario (AGCO) is the regulator: it issues operator registrations, enforces standards, and handles player complaints. iGaming Ontario (iGO) is the conduct-and-manage subsidiary of the Ontario Lottery and Gaming Corporation: it holds the operating contracts with each registered private operator and is the legal counterparty on every wager placed in the regulated market.
In practice this means an Ontario poker player has two layers of protection that don't exist in the offshore market:
- Funds segregation — every iGO-registered operator must hold player deposits in a segregated trust account. If an operator becomes insolvent, player balances are recoverable.
- Dispute resolution — players who cannot resolve a complaint with an operator can escalate to AGCO under the Standards for Internet Gaming. This is a real, enforceable process — not a marketing claim.
Ring-Fencing and the Liquidity Question
Ontario's regulated market is ring-fenced: licensed operators can only accept players physically located in Ontario.
